The Prime Minister, Francois Fillon, has unveiled the reduction action plan budget deficit of France, a consolidation plan that totals 11 billion euros in 2012 and 1 billion euros this year . Among the measures related to public health, we note three main axes, tobacco, alcohol and sugary drinks that will now be taxed like wine. 3 axes "Public Health" that should bring some over one billion euros in 2012 to Social Security.
With 60,000 deaths per year attributable, tobacco remains the leading cause of preventable death in our country, with about 30% of regular smokers, is still far from the goal of a prevalence of 20%, as defined autodiagnostico by WHO European Region. A recent circular has reminded the mode of application of these provisions primarily focused on preventing youth smoking.
Proposed action: A 6% increase will be applied as early as October 2011 followed by a further autodiagnostico increase of 6% in 2012, to give a strong autodiagnostico signal on strengthening the fight against smoking.
Alcohol is the second leading cause of preventable death from cancer after tobacco. France is slightly above the European autodiagnostico average for consumption (13,3l / year vs. 12) on a stable trend. If the wine is still the main consumed alcohol (62%), the "hard" liquor followed closely (20%) with the beer (17%).
Proposed action: increasing taxes on strong drinks of around 90 cents per liter for beverages containing 40 . Wine, rum and regional productions would not be affected by this measure, presented at the 2012 PLFSS
Between autodiagnostico 1997 and 2009, the average weight of French increased by 3.1 kg, while their size up 0.5 cm. The prevalence of obesity has now reached almost 15% in France, an increase of over 70% in 12 years. Many studies estimate the share of sugary drinks between 10 and 30% of daily caloric intake.
Proposed action: Create a specific tax on sugary drinks which rate will be aligned with that of wine. Water, fruit juice (no added sugar) and products containing sweeteners are not affected by this. This measure will come into force on 1 January 2012 and will be presented in 2012 PLFSS.
Part of the measures decided autodiagnostico will be reviewed on August 31 Council of Ministers and submitted to the vote of Parliament in the supplementary budget bill to be discussed at the beginning of September, representing a gain for the public finances of 1 billion euros this year. Other measures, such as measures affecting public health, will be completed by the end of the year, in the PLF and PLFSS 2012.
